The University of Hawaii Economic Research Organization (UHERO) is looking for an IT Specialist who will manage and maintain the operation of existing hardware, software, and databases used by UHERO faculty and fellows, by outside collaborators, and by the general public. We are a dynamic, collaborative team who support flexible work arrangements. This is a full-time, permanent position at the University of Hawai‘i at Mānoa.
The specialist will:
- Manage and maintain the operation of existing software systems and databases used by UHERO faculty and fellows, by outside collaborators, and by the general public.
- Progressively develop aforementioned software systems and databases, and create new ones, to meet evolving needs.
- Administer and maintain the hardware and virtual machine platforms, with an eye to security.
- Assist with all projects in support of UHERO’s data needs, including dashboards, data portals, etc.
- Stay up-to-date with emerging technologies and industry trends, and propose medium-to-long-term improvements in all the above.

Duties and Responsibilities
- *Manage and maintain the operation of existing hardware, software systems, and databases used by the University of Hawaii Economic Research Organization (UHERO) faculty and fellows, by outside collaborators, and by the general public.
- *Design, build, maintain, and customize database and website applications, information and content structure, user interface for multi-platform, multi-user systems.
- *Assist in designing and developing a common data information system to integrate databases across various application systems.
- *Analyze data requirements and design, implement and manage methods for data collection, database storage, post-collection processing and transformation, database backup and security, data delivery for reports and other application systems.
- *Work with faculty and staff to define overall system scope, design, and functionality; gather and analyze user requirements and devise optimal solutions; translate system specifications into programming requirements.
- *Monitor, test, and review system performance and user problems to determine system changes or enhancements; bug fixing; and fine-tuning the system.
Identify and develop new and innovative methods of addressing atypical data collection, storage, security, and deliver requirements. - *Work collaboratively with the UHERO Analytics team on data visualization projects.
Assist with development projects in support of all of UHERO’s data needs, including data dashboards, data portals, and other client-specific data and technology requests. - *Collaborate with UHERO faculty and staff, and outside web and database programmers and staff to ensure data quality, accessibility and security.
- *Collaborate with UHERO faculty and staff, associated outside programmers and staff, and the business community to help deliver new database products and to ensure that the UHERO data portal meets the needs of businesses and community leaders.
- Design and implement automated unit, integration, and regression testing for the core database application and other web applications.
- Refactor existing software as well as new software projects to reduce code complexity and to follow relevant design patterns.
- Engage in ongoing professional development to keep updated on current software development, data management, data visualization, and security trends.
- Develop and maintain a database documentation manual covering all aspects of database use for end user and development/maintenance including data collection, processing, storage, backup and security.
- Provide help desk support for UHERO faculty, staff, and students, including software and hardware troubleshooting, repair, and outsourcing repair as needed.
- Assist in the installation of new equipment, life-cycle management, and maintaining inventory.

Minimum Qualifications
- Possession of a pertinent baccalaureate educational degree in Management Information Systems, Computer Science, Data Science and 3 years of progressively responsible professional information technology experience with responsibilities for database design, development and maintenance, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai’i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of database design, development and maintenance as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodology.
- Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with database design, development and maintenance.
- Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluation, integrate, and implement practical and thorough solutions in an effective and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Advanced experience in structured query language database technology, relational databases, HTML, CSS, and Javascript.
- Demonstrated ability to manage client facing requests such as inquiries, immediate bug fixes, and feature requests.
- Demonstrated ability to work on concurrent high visibility and priority projects.
- Advanced experience designing and implementing automated testing solutions.
- Demonstrated ability to effectively refactor new and legacy software.
- Demonstrated knowledge of one or more software version control tools.
