Duties and Responsibilities (* denote essential functions)

45% IT Management

* Provides strategic management of campus information systems activities including networking, systems development and integration, systems analysis, programming, and computer and ancillary operations.
* In collaboration with administration, makes decisions regarding the application and modification of existing and emerging technologies, systems hardware and software that significantly impacts various campus units, platforms, and users.
*Responsible for all aspects of IT security for the campus including timely coordination with UH System Information security and incident response teams to mitigate impacts to the campus community, and to participate as required in multi-campus or systemwide response activities.
* Develops and maintains strong working relationships with UH ITS, other UH campuses and external partners.
* Provides creative insights; including analyzing the costs, value and risks, to modernize and upgrade technology capabilities for efficient and effective IT operations.
* Convenes the Honolulu CC Campus Technology Committee, serves on campus committees, and represents the campus on technology-related committees at the UHCC and UH System levels.
* Serves as the campus data governance steward for IT-related items.
* Evaluates new technologies for application to the college, and balances these with the adoption of standard practices used by the UH System; maintains currency of knowledge in the field of academic technology through on-going professional development.
20% Supervision and Documentation
* Oversees the tactical, day-to-day operations for IT, including supervision of full-time professional staff, project oversight, policy/procedure development and enforcement, set technical standards, methods and priorities.
* Provides leadership for project teams and direct team members, support staff and activities to meet campus and client needs within established timelines.
*Provides leadership for recruitment, retention, and ongoing professional development of campus IT workforce, including engagement with industry professionals and students.
* Develops and enforces IT best practices across the college including the development of IT policies and procedures to support those best practices. Ensures compliance with university, state, federal and general higher education standards with regards to IT.
* Manages IT-related requirements for campus assessment and accreditation.

20% Strategic Planning and Advising

* Provides strategic and long-term planning by creating a technology plan and identifying resources and enhancement needed to meet goals and objections.
* Creates roadmaps to adopt future technologies that will improve performance, organizational alignment, and enable mission delivery in a cost-effective manner.
* Collaborates with administrators, faculty, and staff regarding technology support needs; recommends actions at the unit and campus levels.
* Serves as a technical resource to non-technical administrators, staff, and to other IT professionals for the Honolulu CC campus.
* Contributes to and collaborates with UHCC and UH System strategic planning and implementation efforts.

10% Fiscal and Inventory Management

* Develops and oversees the IT budget and ensures the budget includes provisions for tactical and strategic priorities.
* Ensures that the inventory of campus-owned IT equipment is managed according to UH standards.
* Provides guidance for IT-related purchases (e.g., computers, software).
* Ensures that accurate records of campus-wide license agreements including contracts, license keys and renewals are maintained.

5% Other

Other duties as assigned.

Education and Professional Work Experience

Possession of a pertinent baccalaureate educational degree in computer science, management information systems, computer engineering, electronics engineering or related field and 8 years of progressively responsible professional information technology experience with responsibilities for interactive database-driven multi-user applications development, enterprise level IT project management, advanced technical and end user support services, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai’i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Knowledge, Skills and Abilities

Advanced and comprehensive knowledge and understanding of a wide range of and emerging information technology concepts, principles and methodologies in the area of multimedia development, interactive database-driven multi-user applications development, enterprise level IT project management, advanced technical and end user support services.

Comprehensive knowledge and understanding of a wide range of interactive and integrated technology, systems, hardware and software associated with Windows and Mac computers, Unix and related OS, Windows Server, WWW applications, multi-user databases, mobile devices, Internet protocols.

Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving and apply creative thinking to resolve problems in new and innovative approaches.

Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.

Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Supplemental Minimum Qualifications

Considerable working knowledge of principles, practices and techniques in the provision of information technology management in higher education.

Demonstrated ability to be a strategic thinker with a customer-centric approach to IT solutions.

Demonstrated understanding of information technology security concepts, protocols, industry best practices and compliance standards.
Demonstrated experience in successfully developing, budgeting, coordinating, and managing projects from start to completion.
Demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Demonstrated ability to communicate effectively with people at varying levels of technical fluency including the aptitude to explain and document complex technical issues in a way that non-technical people may understand.

Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

Keen understanding of the broader technology landscape; adept at identifying opportunities to enable innovation and strong ability to adopt and implement new technologies.

Ability to work a variable work schedule, and work outside normally scheduled work hours including day, night, weekend and/or holiday hours, as directed.

Desirable Qualifications

Master’s degree in computer science, management, business, technology, or related field.
Experience working at a community college.
Experience working with enterprise firewalls, active directories or virtual servers.
Demonstrated experience in developing and managing IT budgets.
Experience with cloud-based database management and storage, reporting tools, and analytics; Proficiency implementing and using data analytics tools.
Experience developing and maintaining policies, standards, and procedures as well as experience working with legal, audit and compliance staff.
Knowledge of and experience in developing and documenting security architecture and plans, including strategic, tactical and project plans.
Knowledge of and experience in implementing strategies needed to assure Equal Access/Equal Opportunity in campus computing including ADA and web accessibility or comparable requirements.
Familiarity with applicable legal and regulatory requirements, including, but not limited to: FERPA, HIPAA, GLBA, PCI-DSS.
